My name is James A. Gulley, Jr., M.P.A., and I am the new Law Enforcement Instructor for the Southwest Vermont Career Development Center (SVCDC). To explain a little bit about myself, I am from Bennington, Vermont and have also attended Mount Anthony Union High School. After earning my bachelor's degree in Criminal Justice from Castleton University in May of 2001, I was hired by Chief Richard Gauthier of the Bennington Police Department, in February of 2003. In the course of my fifteen years of law enforcement experience, I've functioned in the capacity of many positions. Those positions included, but are not limited to:
I have since earned my master's degree from Norwich University in June of 2016, concentrating in Public Administration. Criminal cases that I have investigated, or have been attributed with, consist of attempted homicide/homicide; burglaries; sexual assaults; larcenies; distribution of narcotics, and fatal motor vehicle crashes, and much more. The strategic plan of the CDC's law enforcement program is to create a climate where all students will learn/retain constitutional law, law enforcement techniques, and police operations. Each law enforcement class (S.P.I.K.E., Phase 1, and Phase 2) offered by the CDC will act as a solid base from which students will step off from, providing useful knowledge when entering a University's/College's criminal justice program.
It is the challenge of both the instructor and the student(s), upon completion of the Phase 2 course, to respond to a criminal complaint scenario, obtain the statements needed from the victim(s) or witnesses, effectively gather compelling evidence, arrest and process the accused, and complete formal court documents in order to deliver a legal, moral, and ethical outcome.
